The Fulbright Program is sponsored by the Bureau of Educational and Cultural Affairs of the United States Department of State and administered under policy guidelines established by the William Fulbright Foreign Scholarship Board.
A limited number of stipends in all academic fields is available for research scholars, university lecturers and university graduate students for up to 10 months of research, lecturing or study at American universities.
To be eligible for a Fulbright stipend you must:
- be a citizen, national, or permanent resident of Lithuania
- work/study in Lithuania at the time of application
- speak and write excellent English
- meet the high academic and professional standards of the Fulbright program.
Candidates may pursue degree programs or approved non-degree or special programs, including advanced professional training. They may follow the regular academic curricula at their host institution or engage in research projects supervised by the institution or do a combination of both.

The Fulbright Graduate Student Program offers grants for Lithuanian citizens who intend to enter graduate (master’s or doctoral level) degree programs or are current PhD students who intend to do research at U.S. universities in fields of interest to Lithuania.
Eligibility requirements for all applicants:
- you must be a citizen of Lithuania;
- you must possess an undergraduate (bachelor’s) university degree;
- you must have clearly defined study goals and career objectives;
- you must have an excellent academic record and be proficient in English as appropriate for your proposed course of study in the U.S.;
- you must live, study and/or work in Lithuania at the time of the application and during the affiliation process; and
- you must not have had an academic experience in the U.S. within the last five years.

- three (3) letters of reference;
- official academic transcripts in Lithuanian and in English;

Fulbright Scholar Program
Fulbright Scholar Fellowship Program for Academic Year 2023-2024

The Fulbright Program is sponsored by the Bureau of Educational and Cultural Affairs of the United States Department of State and administered under policy guidelines established by the William Fulbright Foreign Scholarship Board.
The Fulbright Scholar Program offers grants for Lithuanian scientists, research scholars and university lecturers for up to nine months in exact sciences, and up to six months in social sciences and humanities who intend to research and/or lecture at U.S. universities in any field.
Eligibility requirements for all applicants:
- you must be a citizen of Lithuania;
- you must live and work in Lithuania at the time of application and during the affiliation period;
- you must possess a doctoral degree or equivalent professional experience;
- you must have a clearly defined statement of proposed activities for research or conducting lectures; and
- you must be proficient in English as appropriate for the proposed lectures or research project.
We prefer that you include in your application a letter of invitation from a U.S. college or university.

Fulbright Schuman Program
Fulbright-Schuman Program Grants
The Fulbright-Schuman Program, administered by the Commission for Educational Exchange between the United States and Belgium, is jointly financed by the U.S. State Department and the Directorate-General for Education and Culture of the European Commission. The program funds graduate and post-graduate study, research, and lecture proposals in the field of US-EU relations, EU policy, or EU institutions for interested American and EU citizens.
Successful project proposals will observe an issue of common concern from a comparative perspective and will bear significance for more than one EU member state. Candidates are responsible for organizing their own affiliation with an accredited university, vocational training/professional institution, or independent research center in the EU or the US.
Preference is given to candidates with at least two years of related professional or academic experience beyond the Bachelor’s degree. Candidates with permanent positions at the European Commission are ineligible to apply.

Fulbright Specialist Program
Fulbright Specialist Program
The Fulbright Specialist Program pairs highly qualified U.S. academics and U.S. professionals with an opportunity to share their expertise by carrying out projects requested by host institutions in Lithuania.
The program offers from 2 to 6 week-length project opportunities year-round to reputable academic institutions; government institutions; cultural institutions; non-governmental organizations; and public health-related institutions.
Specialists are frequently academics; however, professionals and experts in eligible fields (such as business, law, journalism, economics, communications, security, public health, and public administration) often take part in the program as well. Specialists exchange knowledge, build capacity, and establish partnerships benefiting participants, institutions, and communities both in the United States and overseas.
U.S. Fulbright Specialists partner with their host institutions to conduct project activities in support of the host institution’s priorities and goals. Through the Fulbright Specialist Program, U.S. academics and professionals apply their knowledge and expertise to a diverse array of activities including, but not limited to:
- Delivering seminars, trainings or workshops
- Consulting on faculty or workforce development
- Developing academic or training curricula and materials
- Lecturing at the graduate or undergraduate level
- Engaging in strategic or institutional planning
- Conducting needs assessments or evaluations for a program or institution
The host institutions are financially responsible for the specialist’s lodging, meals, and in-country transportation. Fulbright Specialist projects must be carried out in-person.

The Fulbright specialist request deadline is no later than three months prior to the desired project start date, and no later than June 30 of each AY. All program/project activities must end by Sep 30. While projects will be reviewed in all disciplines, the U.S. Embassy in Lithuania encourages projects in the following priority areas: American Studies, Minority Rights and Education, Climate Change, Cyber Security and IT, Entrepreneurship, Media Literacy/Countering Disinformation, Public Administration, Public/Global Health, and STEM (Science, Technology, Engineering, and Mathematics).
